Noise Limiters in UK Venues: How They Work and How to Play Within Them

Why the box on the wall exists, the three types you will meet, how it measures the room, what trips it first, and the changes that let a full band get through an evening without the power going off.

Why venues have limiters at all

A noise limiter is almost never the venue’s idea. It is there because a condition on a piece of paper says it must be, and the duty manager at 9pm did not write that paper and cannot rewrite it.

Licensed premises in England and Wales operate under the Licensing Act 2003, whose four licensing objectives include the prevention of public nuisance. The Act keeps that term’s broad common law meaning, and the Home Office guidance under section 182 confirms the issues in view are mainly noise, light pollution, smells and litter. Licensing authorities attach conditions to premises licences to promote it, and environmental health can ask for a review later.

Planning is the other route, and often more prescriptive: a limiting device approved by the local planning authority, all amplified sound routed through it, no music able to bypass it. Such conditions are usually written as levels at the nearest noise-sensitive property, often by octave band from 63 Hz to 8 kHz, not as a number on the stage. The limiter’s setting is then whatever a consultant calculated would achieve that from this stage with this sensor position, which is why one venue’s threshold tells you nothing about another’s.

Behind both sits statutory nuisance. Section 79(1)(g) of the Environmental Protection Act 1990 makes “noise emitted from premises so as to be prejudicial to health or a nuisance” a statutory nuisance, and councils must investigate complaints. If satisfied a nuisance exists or is likely to recur, the council must serve an abatement notice under section 80, breach of which can bring criminal proceedings and, for licensed premises, unlimited fines. The limiter is the venue’s evidence that it controls entertainment noise, so staff who say they cannot override it mean it literally.

The numbers set nationally are not stage numbers

Two sets of decibel figures get quoted at bands and neither is a venue threshold. The Control of Noise at Work Regulations 2005, in force for music and entertainment since April 2008, set exposure action values of 80 and 85 dB(A) daily or weekly average and an exposure limit value of 87 dB(A), protecting workers’ hearing rather than neighbours. Councils separately have a night noise power for 11pm to 7am, with permitted levels of 34 dB(A) measured inside the complainant’s home. Neither is your venue’s setting.

The three types you will meet

In-line limiter In the venue’s rack, between their input and their amplifiers. Sound gets quieter and squashed, and stays there. Ask whether your own PA bypasses it.

Display-only units are friendliest, but most log, and the log is what environmental health sees at the next review. With power-cutting units everything hinges on the reset: some restore automatically after a cooling period, others need a keyed reset by staff who may have left. Establish which, who holds the key, and what is on the protected supply, since some cover the whole stage and its lighting rather than just the band’s stage power.

In-line limiters turn up in hotels and community centres with a house PA. Ask whether the condition covers the room or only that system: if all amplified sound must route through the limiter, your own PA is a breach, but if the unit only protects their amplifiers you may be allowed to bring it.

How a limiter actually measures the room

A-weighting

Almost all of these units measure through an A-weighting filter, which approximates human hearing sensitivity at moderate levels and is defined in standards including IEC 61672. Its corrections are large at the bottom end.

Read that as a map of your risk. An A-weighted meter discounts 63 Hz by more than 26 dB and gives its greatest weight to 2 kHz to 4 kHz, exactly where cymbals, hi-hat, snare crack and sibilance live. It cuts both ways: you can sit inside an A-weighted threshold and still be why a neighbour complains, because low frequency escapes through structure far better than midrange. Venues burned by that end up with C-weighted or octave-band conditions, and there the sub is your first problem.

Averaging versus peaks

Most limiters measure an equivalent continuous level, the constant level carrying the same energy as the fluctuating measurement over a time window, and trip only when that stays above threshold for a set number of seconds. So sustained loudness trips limiters, not transients: one cymbal crash will not switch the room off, but a loud chorus held for twelve seconds will. A short window with a one or two second delay behaves almost like a peak device, and because the window is seconds rather than the whole set, playing quietly early buys no credit later.

Sensor placement, the thing nobody tells you

The most important fact about a venue’s limiter is not the threshold. It is where the microphone is. Sound from a point source falls off by roughly 6 dB every doubling of distance in free field, and although reverberant rooms soften that, geometry still dominates. A sensor three metres above a kit in a low, hard-surfaced barn is measuring the kit; the same threshold twelve metres away over a dance floor gives you far more room. Positions get chosen for reasons nothing to do with fairness, such as the wall a neighbour lives behind, so work out what the microphone is near and you know what the limiter is listening to.

Never interfere with the sensor

Covering, unplugging, muffling or moving a limiter microphone is tampering with the venue’s compliance with a licence or planning condition. It puts that licence at risk and is a quick way to be removed from the building. Move your sound away from the sensor by all means. Do not touch the sensor.

What actually trips a limiter first

  • Acoustic drums, especially cymbals. A kit at normal function-band intensity puts most of its energy where an A-weighted meter is most sensitive, and it has no fader. In a tight room with the sensor over the stage, a hard hitter can trip a limiter with the PA off.
  • Snare crack. The 2 kHz region where the attack sits is where A-weighting adds gain, so a cutting snare that reads fine on your meters is disproportionately loud to the limiter.
  • Guitar amps and monitor wedges. Both are just acoustic sources to the limiter, and wedges feed the sensor while delivering almost nothing to the audience.
  • Kick and bass. Discounted by A-weighting, so rarely the direct trigger, but frequently what the neighbours hear. On C-weighted conditions they top this list.
  • The audience. A full room clapping and singing adds level you do not control, so plan your margin around a busy room, not soundcheck.
  • The DJ set afterwards. Dense, compressed material with no quiet bars sits closer to a constant level than a band, which is what an averaging limiter measures. Bands often clear their set, then it trips during the DJ set.

How to play within a limiter

Deal with the drums first

Electronic drums are the complete answer, because they put the whole kit behind a fader. Low-volume cymbals are the biggest win short of that: perforated and low-volume models cut the 2 kHz to 8 kHz energy the meter cares about most, and the drummer keeps their feel. Drum screens help most where the sensor is above or in front of the kit, though HSE’s Sound Advice, the official guidance on noise at work in music and entertainment, notes that acoustic screens positioned incorrectly cause problems for the player and others. Lighter sticks and a drummer who has bought into the plan will find several dB for nothing.

Get the volume off the stage

Wedges force the drums and guitars to play louder to be heard, which is the engine of the volume war most stages lose. If wedges must stay, use fewer, keep them low, aim them up at heads, and lose the drum fill. Silent backline does the same for guitars: a modeller or a cab in a case takes them out of the acoustic sum.

Change the PA, not just its level

Spread the level across more, smaller sources. One loud pair of tops has to be loud at the front to reach the back, and the front is usually where the sensor is. Two extra small tops halfway down the room let you drop the mains several dB and still cover the back. It is the change most function bands and mobile DJs never make. Manage the low end deliberately. On an A-weighted limiter, pulling subwoofers buys less meter headroom than people expect, but it can be decisive on a C-weighted condition and it is often what stops the neighbour complaining. Crossing over higher, keeping subs out of corners and away from shared walls, and high-passing anything that does not need bass all help. A set without subs is a different product, so say so up front.

Control your own dynamics

  • Gentle bus compression to pull loud choruses closer to the average, then a brickwall limiter on the outputs as an absolute ceiling.
  • Gate the drum mics so cymbal bleed does not ride up through every open channel, and high-pass vocals and guitars aggressively.
  • Set the ceiling once at soundcheck and leave it, so late enthusiasm cannot undo the plan.
  • A system processor puts crossover, delay, EQ and output limiting in one place with recallable presets, so a known-good limiter-venue preset is one recall away. Most current digital mixers can do the same job onboard.

Measure it yourself at soundcheck

  1. Find the venue’s sensor, then put your meter as close to it as you safely can, or at the same height and distance from the stage. A reading at front of house is not what the limiter sees.
  2. Measure the whole band on your loudest song, at performance level. A vocal check tells you nothing.
  3. Match the weighting to the venue’s unit. Your C-weighted reading against their A-weighted threshold is meaningless.
  4. Work out the margin, not the number. Two dB below amber means you will trip once the room fills. Six to eight dB gives you room for a singing crowd and a band that gets excited.
  5. Log it: venue, sensor position, weighting, threshold, your reading. That file lets you quote confidently on repeat venues.

Meters are graded under IEC 61672 into class 1 and class 2, tolerances of about ±1.1 dB and ±1.4 dB at 1 kHz, and class 2 is adequate here. Phone apps are uncalibrated and not built for high sound pressure levels, so treat their readings as relative only.

What to ask the venue before you take the booking

All of this belongs at enquiry stage, not on the day. Send it as a list and get the answers in writing.

  • Is there a limiter, and is it display-only, power-cutting, or inside your own sound system?
  • What is the threshold, and what weighting is it measuring on?
  • Where exactly is the sensor microphone? Above the stage, above the dance floor, near a wall, in a lobby?
  • Is the trip instant or delayed, and how long is the delay?
  • What loses power when it trips? Stage sockets only, or stage lighting too?
  • Is the DJ system on the same supply and the same limiter, or separate?
  • Who resets it, are they on site all evening, and is the reset automatic or keyed?
  • Can we run our own PA, or must all amplified sound go through the house system?
  • Is there a curfew as well, and does the threshold drop later in the night?
  • Has a full band with an acoustic kit played here recently and got through the night without a trip?

That last one is the most useful. A venue that can name a band who played a full evening cleanly has a workable limiter; a venue that goes quiet has one that trips.

The honest conversation with the client

Your client booked a band because they saw a video of a packed dance floor. They have not read their venue’s licence conditions and mostly do not know a limiter exists. Nobody will raise it except you, and the moment is before the deposit. Keep it factual: the venue has a limiter, here is the type, here is what we will change. The band will be quieter than the videos, and that applies to every act they could book. If it cuts power, the music stops mid-song.

Where a threshold is genuinely low, offer a graded answer rather than a flat refusal: an electronic kit, quiet cymbals, an acoustic set during the meal with the full band later, or band plus DJ for the late slot. Then put it in writing, because a clause confirming that the client discloses limiters and curfews, and that a trip is not a failure to perform, prompts the conversation you need. Never promise to work around a limiter at a venue you have not seen.

Common mistakes

  • Assuming your own limiter satisfies the venue’s condition. Yours controls your peaks. Theirs is evidence of compliance and measures the whole room, including your drummer.
  • Running the PA at full and hoping. On a power-cutting unit this costs you the first song, the room’s momentum and the client’s confidence.
  • No reset plan. A trip a manager clears in thirty seconds is a different gig from a keyed reset by someone who leaves at ten.
  • Acoustic drums in a small hard room with the sensor over the stage. The classic unwinnable gig. Change the drums, not the master fader.
  • Negotiating about the number and ignoring the sensor position. Where the microphone is tells you almost everything.
  • Discovering the limiter at 7pm. By soundcheck your options are turning down and hoping. At enquiry stage they include an electronic kit, quiet cymbals, in-ears and a different PA plan.

How does a sound limiter work?

A measurement microphone in the room feeds a level meter, usually A-weighted, compared against a threshold set for that venue. Exceeding it for longer than a set delay lights a red lamp, opens a relay in the stage power supply, or pulls the level down in the venue’s own signal chain.

Can a noise limiter really cut the power to the stage?

Yes. A relay in the supply feeding the stage sockets opens and everything on it stops. Find out at booking stage what is on that supply, whether it includes your lighting, whether it resets automatically, and who holds the key.

Why does the limiter trip when we are not playing loudly?

Usually the sensor is close to an uncontrolled source, most often the drum kit, so the limiter is measuring something that never goes through your PA. Or the room is full of people clapping and singing. Or your mix is bright, and A-weighting weights 2 kHz to 4 kHz most heavily.

Will my own compressor or limiter stop the venue’s limiter tripping?

It helps but does not solve it. Bus compression and an output limiter reduce the peaks that trip short-window units, but they cannot touch acoustic drums, guitar amps or the audience, and they do not satisfy the venue’s condition, which requires its own approved device.

Can we ask the venue to turn the limiter up for our gig?

Almost always no. The setting is the venue’s documented compliance with a licence or planning condition, so changing it for one night undermines their position if there is ever a complaint. Ask instead about sensor position, reset arrangements and your own PA.

Who is responsible if the neighbours complain?

The premises licence and any planning condition sit with the venue and its licence holder, and statutory nuisance concerns noise emitted from the premises, so abatement notices, licence reviews and fines land on them. Your exposure is commercial: lost bookings and unhappy clients.
